James W. Maxwell is the deputy commissioner of public works, responsible for the field operations bureaus of the public works department in the City of New Rochelle, New York. He has 28 years of municipal public works experience at both county and local government organizations. In addition to educational and practical experience in public works, Maxwell holds a masters degree in public administration.
